I absolutely agree 1000%!
Too much freedom is being given to those players that do nothing 'but' destroy the other players hard work and enjoyment in the game.
And I too am not against the idea of pirates! But they should have an understanding that they can be imprisoned, or hanged, or even shot on sight in some cases! ...And this cannot go by the sec rating either. I looked today, and the #2 man on the most wanted list has a sec rating of +1.0 (Huh? That can't be right...)
At least don't give any more advantages to them than are already in place! For instance:
You are on a long series of jumps, when all of a sudden you slide into a jump gate, and see a ship with a red marking. Before you can even put your cursor over the ship (due to lag, etc.) to see the corp. it's from, you see it has targeted you and you are being hit with gunfire!
Now, I am expected to just 'suspend time' for a minute here, to do what?
Let's say I see the system is a .1 (still in empire space, so I can't shoot someone with a bounty (who would also be marked in red), UNLESS their sec rating is below -5.0 ...
Okay, now that I've seen their corp is not at war with me, it must just be "Wanted".
Wait! I still can't shoot yet! Now, by what magical method do I see their sec rating? The only way I know is to check info on them (and wait for it to load).
Now... After ALL that, I see that the sec rating of the "Wanted" player is a +1.0 (??What?!), so if I shoot first, he has successfully set me up!
Meanwhile, remember, you're still getting pounded with gunfire from the second ship that isn't even on your screen....
Having a red color be several possible 'kinds' of targets is way too much confusion to add into the mix in a situation like that. War is war, but Pirates come in several types.
1. Positive sec. rating. No bounty. 2. Negative sec rating. No bounty 3. Positive sec. rating. BOUNTY. 4. Negative sec. rating. (-0.1 to -4.9) BOUNTY. 5. Negative sec. rating. (-5.0 to -10.0) BOUNTY.
...And your *right to fire*/consequences on them varies according to whether you are in Empire space at the time you find them too.(?)
...And you're trying to tell me that having all that just as 'RED', is perfectly clear, and causes no problems?
Now, if the color code 'meant' something, I wouldn't have to check ANY things! I'd know at a glance! Isn't that what a 'HUD' is for?
Sorry for the rant... 
I'll just end by saying I did not join this game to play PvP either, and I also know of many players that have quit, are thinking of quitting, and may quit if things keep going as they are now.
Maybe we just need a bigger sandbox, with a higher fence around it?
